줄거리
태양 폭풍으로 영국이 피해를 볼 가능성이 커지자 영국 총리 로버트 서덜랜드는 비상 대책 위원회인 코브라를 소집한다. 그러던 중 연료가 떨어진 비행기가 다급하게 항공 교통 관제소에 연락하지만, 태양 폭풍의 영향으로 통신이 자꾸 끊긴다. 한편, 총리의 수석 보좌관인 애나 마셜은 집 앞에서 옛 연인과 재회하는데...
